2013 Canada Games Information

2013 Canada Summer Games- Sherbrooke, PQ, Aug 11-15, 2013

Age classification under the 2013 Canada Summer Games technical package is defined as:

• Under the age of 19 as August 8, 2013

• Date of Birth: Born on August 9, 1994 or later.

• Players must be permanent residents of Nova Scotia (eg. main domicile is in Nova Scotia)

• Players must be members in good standing of the NSGA

• Players must be amateur golfers (refer to Rules of Amateur Status)

 Each provincial team will consist of:

Competitors:     3 Male           3 Female
Staff:                   1 coach         1 manager (one of the two must be a female)

 PLAYER SELECTION                      

Selection

A.    Eligible players will earn points at five (5) identified championships over the course of the

2012 and 2013 golf seasons.  The three (3) players with the most total points at the end of the five (5) events will become members of Team Nova Scotia for the 2013 Canada Games.

The five (5) events where players can earn points are as follows:

2012 East Coast Junior- Bouctouche
2012 CN Future Links Atlantics
2012 NS Junior Championship
2013 East Coast Junior- Bouctouche
2013 NS Junior Championship

B.    Points allocated for each of the four qualifying events will be as follows:

  NOTE:

a.   Cumulative totals for the Canada Games qualifying events will be maintained on the NSGA

      website at www.nsga.ns.ca, starting immediately following the 2012 East Coast Junior

      Championship.

b.   Eligible players are encouraged but not required to participate in all qualifying events.

c.   In the case of ties for positions other than the champion in qualifying events, points will be

split equally among tied participants (eg. 2 players tied for 5^th at the 2013 NS Junior, each player will receive 27.5 points – 30 + 25/2 = 27.5).

d.   Points will be awarded to the top 10 finishers among Canada Games eligible participants for each qualifying event.

e.   In the case of ties in the final standings, results at the 2013 NS Junior will be used to break the tie through retrogression.  If players are still tied, results at the 2012 NS Junior will be used, followed by results at the 2012 CN Future Links. If a tie still exists the NSGA Junior Committee will make the decision.

f.    In regards to the 2012-2013 East Coast Junior events and the 2012 CN Future Links event points will be awarded to the top 10 Nova Scotians eligible for the 2013 Canada Games. 

Inability to compete in a Qualifying event

The NSGA Junior Committee reserves the right to consider the inclusion of a player on the NS Canada Games team due to an inability to compete in one of the two qualifying events during the 2013 season.  The inability to compete will only be given consideration for the following two reasons:

1.    Documented illness or injury with appropriate physician’s report

2.    Valid family emergency as approved by the Junior Committee

Appeals

A.    Players have a right to appeal a selection decision if the criteria were not implemented properly, or were biased in some way.  An appeal shall be heard ONLY on the grounds that the selection process and final decision was flawed.  The grounds are as follows:

1. The NSGA Junior Committee intervened with a decision for which it lacked authority

2. The NSGA Junior Committee failed to follow approved NSGA Canada Games team selection procedures

3. The NSGA Junior Committee exercised its discretion for an improper purpose

4. The NSGA Junior Committee acted in a biased manner

B.    Players will be given 48 hours following the official announcement of the 2013 Canada Games golf team.  The athlete must present his/her appeal in writing to the Chair of the Appeals Committee.  The Appeals Committee shall review the presented documentation and decide whether or not the request has grounds for a hearing.  If there are no legitimate grounds for an appeal, the Chair of the Appeals Committee shall telephone or speak in person to the athlete advising him/her of the decision.  This will be followed up with a formal letter to the athlete.

C.   If the appeals committee feels there are grounds for an appeal hearing, the following procedures will take place:

1. The Chair of the Appeals Committee shall select a designated place, date and time to hear the appeal, no later than 48 hours from receipt of the appeal.

2. The Appeals Committee shall hear the player’s complaint.  He/she may be accompanied by one advocate (Parent, guardian, legal advisor, etc…)

3. The Appeals Committee shall hear from the NSGA Junior Committee Representative

4. The Appeals Committee shall rule on the matter and advise all parties of the decision

D.   The Appeals Committee shall be made up of the following individuals:
